The Lewis County Department of Planning engaged MRB Group to conduct a Market Analysis and Reuse Plan for the Glenfield Elementary School completed in October 2021. The study included gathering data on existing site conditions, performing a market analysis, examining case studies of school reuse projects, engaging with the public to determine their interests and desires, and creating and testing one reuse concept.
The Lewis County Planning Department also engaged LaBella Associates to conduct a Housing Needs and Market Analysis for Lewis County completed in May 2022. The assessment includes a baseline housing initiatives report, which reviews Lewis County’s existing documentation, plans, studies, and efforts related to housing; demographic and economic data relevant to population, household, housing and employment in Lewis County; a current housing inventory that provides metrics on housing conditions, type, availability, and overall trends; a market analysis that studies residential real estate trends for all housing types; and strategies to implement recommended approaches to address housing needs.
With support from both studies, the LCDC’s primary vision for the Glenfield Elementary School’s future use is housing or lodging.

The Lewis County Development Corporation (LCDC) invites developers, business owners, and entrepreneurs to submit their Expression of Interest for the opportunity to partner with us to redevelop a unique site in New York State’s North Country. The LCDC is assisting Lewis County to sell the former Glenfield Elementary School, a 6.9-acre property in the Town of Martinsburg, NY, currently used as temporary office space for County employees.
The LCDC welcomes innovative development ideas and concepts for this former school, via this Request for Expression of Interest (RFEI). The property is in central Lewis County, in close proximity (but not adjacent) to NYS Route 12. Route 12, running North-South is a connector to major highways 1-90, and I-81 and averages traffic volumes of up to 10,000 daily trips.
In 2021, the Lewis County Department of Planning engaged with the MRB Group to conduct a market analysis and reuse plan for the Glenfield Elementary School. The primary vision for the property’s future use is housing or lodging; however, the LCDC will consider other project ideas and development concepts submitted through this process and weigh them according to job creation potential, perceived business sustainability and success, market demand, and economic and fiscal benefit to the community.
Ideas and concepts submitted through the RFEI process may be developed more fully with the LCDC and the Town of Martinsburg in accordance with the community’s shared economic development objectives. As such, information collected through this RFEI process will be coordinated with the Town of Martinsburg as well as appropriate Lewis County Departments.
