COVID-19 Guidance for Employers

As we all work through the COVID-19 situation, we will provide the most up to date information as it becomes available to us through New York State, the NYS Economic Development Council and Lewis County Public Health.

IT'S THE LAW: Businesses are now required to enforce wearing masks and must deny entry to anyone who fails to comply. 

Penalties -- 10 NYCRR § 66-3.4

  • Violations of these regulations by individuals are subject to a maximum fine of $1000 per violation per day, as well as any other penalties that may be established in law.

Additionally, a willful violation of this regulation is a violation of Section 12-b of the Public Health Law, which is punishable by a fine of up to $10,000.

Face-Coverings -- 10 NYCRR § 66-3.2

  • Any person over two years of age and able to medically tolerate a face-covering must wear a mask or face-covering when in public and unable to maintain social distance.

  • NY Forward Loan Fund: The New York Forward Loan Fund (NYFLF) is a new economic recovery loan program aimed at supporting New York State small businesses, nonprofits and small landlords as they reopen after the COVID-19 outbreak and NYS on PAUSE. The NYFLF targets the state’s small businesses with 20 or fewer full-time equivalent (FTE) employees (90% of all businesses), nonprofits and small landlords that have seen a loss of rental income. The NYFLF is specifically timed to support businesses and organizations as they proceed to reopen and have upfront expenses to comply with guidelines (e.g., inventory, marketing, refitting for new social distancing guidelines) under the New York Forward Plan.  
  • Unemployment Benefits: Employees can apply for uneployment benefits here.  The 7 day wait period has been waived.  
  • Shared Work Program: Consider the Shared Work program as you manage business cycles and seasonal adjustments. Shared Work lets you keep trained staff and avoid layoffs. Employees can receive partial Unemployment Insurance benefits while working reduced hours.   • NY Attorney General COVID-19 Application For Suspension Of Debt Collection Activity:  If you owe debt (non-medical and non-student loan), and have been affected financially by COVID-19, you can apply to be considered for various types of financial relief here.
