The Development Authority of the North Country Seeks Developers for Harrisville Property 

Requests for proposals are being accepted for redevelopment of the former light industrial site.

Pursuant to the policies and procedures of the Development Authority of the North Country (“Authority”), the Authority is seeking Proposals for the purchase and re-development of land and buildings located at 8023 Washington Street, Hands Flat Road, Hamlet of Harrisville, Town of Diana, Lewis County, New York (“8023 Washington Street”).

The Development Authority of the North Country (“Authority”) is seeking Proposals for the purchase and re-development of the land and buildings located at 8023 Washington Street, Harrisville, New York. In 2019 the Development Authority of the North Country purchased 8023 Washington Street from the Lewis County Industrial Development Agency for the purpose of establishing a regional recycling center that would serve the Authority’s three county service area, which encompasses Jefferson, Lewis and St. Lawrence counties. The Authority has been operating a Recycling Transfer Station at 8023 Washington Street since April 2020. In 2021 the Authority completed an evaluation of recyclable processing and determined that a more feasible solution would be to transfer the Authority’s recycling equipment to St. Lawrence county and for them to direct haul their recyclables to Liverpool, N.Y; the closest Material Recovery Facility (MRF) with available capacity. The Authority will be discontinuing use of 8023 Washington Street on or before December 31, 2022 when St. Lawrence County finishes an ongoing capital project to expand their Ogdensburg Transfer Station; until that time, the Development Authority will need to maintain operations of the Recycling Transfer Station or negotiate other arrangements with the successful developer.

The subject property is identified as Tax Map Parcel Nos. 013.09-01-08.110 and 013.09-01-12 consists of two adjacent parcels containing a total of 40.665± acres situated in the Hamlet of Harrisville, Town of Diana, Lewis County, New York. A legal description of the property is included in a deed recorded in the Lewis County Clerk’s Office in Instrument No. 2019-004501. Copies of the appraisel and deed are available upon request. The details that follow are from the Executive Summary portion of the appraisal.

Type of Property: Light Industrial (Currently recycling transfer site)

Land Area: 40.665± Acres

Improvements: Four primary structures as follows: 1- and 2-story wood frame and steel frame office/shop building containing 10,354 SF; a 1- and 2-story recycling building containing 31,250 SF; a 1-story wood frame warehouse containing 8,000 SF; a 1-story wood frame warehouse containing 6,750 SF. There are additional structures (former kilns) of nominal value that are not included in the description or valuation. NOTE: This sale includes the buildings only and does not include any equipment. If the buyer would like the scale equipment that is located on the site a separate offer price shall be included with the proposal.

Attendance at this meeting is optional.

May 12, 2022 by 3:00 p.m. E.S.T.: Question Period Closes

No questions will be accepted after this date. Answers to questions will be provided as soon as possible, but no later than 3 days prior to the proposal due date. Answers will be provided to all prospective proposers who have downloaded the proposal package for this project from the Authority’s website. An email notification will be sent that informs proposers that new information has been posted to the Authority’s website and is available for review and download.

May 24, 2022 at 3:00 p.m.: Electronic Submission of Proposals Due

A copy of the Proposal must be submitted in electronic form, signed by an authorized officer of the Proposer and emailed to mcapone@danc.org. Proposals received after the time and date specified above will not be accepted and will be returned.

Submission of a Proposal constitutes an acknowledgement that the Proposer has thoroughly examined and is familiar with the requirements under this RFP including appendices, forms, and attachments, that it is capable of performing the work to achieve the objectives of the Authority.

No contact with any Authority personnel or Authority consultants other than the above-named designated Authority contact person is allowed until such time as a Notice of Award is issued by the Authority. Violation of this provision may be grounds for immediate disqualification. If a Proposer believes there is any ambiguity or error in this RFP, the Proposer should immediately notify the Authority’s designated contact in writing and request clarification or modification of the RFP. Any modifications or clarifications will be made in writing and will be distributed to all Proposers who have downloaded this RFP from the Authority's website via an email notification that new information is available on the Authority’s website.
